大台中地區的光學、光電產業在歷經數十年來發展，已經沿著大肚山、八卦山、台中盆地，以及台中港腹地等區域，形成了光學、光電產業聚落。大台中地區同時也擁有眾多的精密機械、自動化控制等相關在地廠商，並還有國際半導體企業所投資進駐的中部科學園區。而在台灣產業尋求進一步發展與轉型之際，台中市政府擬舉辦「台灣光谷論壇」，讓產、官、學、研等社群能彼此交流，以利異業結合與跨領域合作；同時也擬以「台灣光谷」之名號做國際性的行銷宣傳，以奠定中台灣地區之知名度。
      台灣光谷國際論壇將舉辦一天的研討會（10月21日、星期五），並搭配小型展覽的形式進行，以及隔天（10月22日、星期六）的科普教育體驗活動。其中論壇的內容則包括開幕式、座談會，和「車用光電暨機器視覺」為主題的研討會，以及餐會等。故此論壇具有多重的目的；首先可促進產官學研等人士之間的交流，達到跨業合作的效益，並期能為台中市府推動之「台灣光谷」計畫凝聚共識。其次的目的是為地方具特色的光學、光電、機械等產業做行銷包裝，擬讓「台灣光谷」的形象躍上國際，以促進國際商機，進而能嘉惠地方經濟。第三目的是推廣光電科普教育，以引發青年學子對於科學的興趣。
